This includes policy that promotes employment, social inclusion and social protection . All partners’ countries are members of the EU, although the UK is now in the process of exiting. Social inclusion policies consist of strategies and interventions aimed at enabling the most vulnerable population groups to emerge from poverty and insecurity. Social exclusion is one of the major concerns of policy makers throughout Europe. This is the case not only for its financial and social effects on personal life, but also because social marginalisation and unemployment negatively affects social cohesion and hinders economic growth. It is commonly accepted that skills play an important role in one’s development both at professional and personal level. Additionally, skills have a strong effect on labour productivity and for maintaining employability. Low skilled adults are often perceived as a group with little interest in learning and few labour market opportunities. They are prone to unemployment and social marginalisation. Whether starting off as low skilled in life or becoming low skilled depends on many personal as well as structural factors, and this status can change over the life course (Maselli and Beblavy, 2014) Definition of low skilled adults According to Cedefop a low skilled adult is someone between the ages of 24 and 65 holding only basic academic qualification.
