[Project Number: 2017-1-SK01-KA204-035385] However, only a small part of job seekers (approx. 20%) have access to personalized professional guidance services at the offices and the ratio guidance professional – unemployed person is far from being adequate: In 2016 one expert advisor had 1701 job seekers, out of which 863 were long term unemployed. The recommended ratio would lie between 150 to max. 250, some EU countries ratio is 1:70 if the targets are particularly disadvantaged job seekers. The human resources of the employment offices (all together 177 consultants in 2016) are not sufficient to provide quality service and personalized professional counseling services provided to Long term unemployed. More effective counseling service to long term unemployed people, who belong to a very vulnerable group, has been recommended by the EC and is a priority of the Government. At present, the intensification individualized approach towards long-term unemployed is being carried out within the framework of the national project “Individualized Support for Long Term Unemployed” funded by ESF 8 . 2.2.2. CYPRUS The main role of career guidance in Cyprus is the personal, social, educational and vocational development of high school students and other people (MOEC, n.d.). Guidance and counselling services in Cyprus are provided by the Ministry of Education and Culture (Career Counselling and Educational Services), the Ministry of Labour, Welfare and Social Insurance, and the Human Resource Development Authority of Cyprus. With regard to the profile and characteristics of the providers of education and training programs for adults, the Ministries (39%), mainly the Ministry of Education and Culture, the Ministry of Health and the Ministry of Agriculture, play a leading role. The contribution of public and private universities (25%), public law organizations (16%) and semi-governmental organizations (14%) is also important, followed by municipalities, professional associations and other private bodies %). An important element, which will greatly fuel the 2014-2015 Action Plan for the Renewed Adult Education Agenda, is the thematic categories, which include the programs offered. Based on the results of the survey, approximately one in two programs (48%) is related to General Adult Education, and it is noted that a wide range of programs are available to enhance adult digital literacy.
